The Gender Stocktake of State Sector Boards and Committees is undertaken annually by the Ministry for Women.We count the Ministerial appointments to state sector boards and committees as at 31 December 2015. The data is taken from CAB 51 forms which are produced annually by the Cabinet Office. The stocktake is dated 31 December 2015. It includes only New Zealand Ministerial appointments that are required to be considered through the Cabinet Appointments and Honours Committee (APH) or other Cabinet committees.

This dataset contains occupied and unoccupied private dwelling counts from the 2006, 2013, and 2018 Censuses, with percentage changes between the 2013 and 2018 Censuses, by regional council. These regional council boundaries extend to the 12 mile limit and are as at 1 January 2018, for further information see Regional Council 2018 (generalised). This data uses fixed random rounding to protect confidentiality, for further information see 2018 confidentiality rules. Note: the 2018 Census counted fewer dwellings in the Marlborough region than existed at census time. This was mainly in the Marlborough Sounds. The On Track Survey is conducted in April-May of school leavers who attended school in the previous year and who agreed to participate in the survey. The On Track survey seeks to: Offer a consistent and comprehensive approach to monitoring the transitions of school leavers; Report the information to schools, TAFE institutions and other education providers, organisations concerned with assisting young people, policy makers, parents and students; Provide detailed analyses of the transitions experienced by different groups of leavers; Enable education providers to use the findings to monitor and improve their programs; and Provide a referral service for school leavers who appear to be experiencing difficulties in the transition process.

Air pollutant emissions

An emissions inventory provides information on the amount of key air pollutants that are released into the atmosphere for a given location over a given time period. This enables us to identify sources of pollutants. By understanding the amounts that different sources contribute, air quality can be better managed and modelled. We evaluated emissions for five key pollutants for 2015, the most-recent year that data were readily available: particulate matter (PM) less than 10 micrometres in diameter (PM10), PM less than 2.5 micrometres in diameter (PM2.5), carbon monoxide (CO), nitrogen oxides (NOx), and sulphur dioxide (SO2), because they are the most important pollutants in New Zealand.

Annual glacier ice volumes trend, 1977–2016

A glacier is a body of slow-moving ice, at least 1 hectare in area that has persisted for two decades or longer. New Zealand has 3,144 glaciers. Most are located along the Southern Alps on the South Island, although Mount Ruapehu on the North Island supports 18 glaciers. New Zealand’s large glaciers are noteworthy for their large debris cover. The exceptions, Franz Joseph and Fox glaciers, are rare examples of glaciers that terminate in a rainforest. Glacier volume is strongly influenced by climate factors, such as temperature and precipitation, which scientists expect to be affected by the warming climate. Glacial ice is an important water resource. Changes to ice storage and melting can affect ecological and hydropower resources downstream, as well as important cultural values and tourism.

These images of terrestrial biodiversity habitats across Australia relate to a project that aimed to construct and test a method for habitat condition data capture across Australia using expert elicitation. The images in this collection were assembled from various sources to represent habitats from a wide variety of vegetation types and climates in a variety of different condition states (from ‘good’ to ‘poor’). These images represent a continent-wide library suitable for various purposes, including training and validation of model-based approaches to habitat condition assessment.

Australian Institute of Criminology - Aboriginal deaths in custody & incarceration: looking back & looking forward

It has been more than five years since the report of the Royal Commission into Aboriginal Deaths in Custody was tabled in the Commonwealth Parliament. Over that period we have seen both improvements in some areas addressed by the Royal Commission and increasing Aboriginal disadvantage in others. Many indigenous organisations continue to be at the forefront of action to enhance Aboriginal and Torres Strait Islander well-being; the number of Aboriginal deaths in police lockups has fallen; the number of Aboriginal deaths in Australian prisons has risen; and the number of indigenous people in prison custody and their level of over-representation there (compared with non-Aboriginal people) is rising. The Royal Commission provided a blueprint for building on the strengths and working to overcome disadvantage with the principle of Aboriginal self-determination underpinning its recommendations. The lack of commitment and action by many sectors of government to implement the Royal Commission's recommendations, and the apparent limited understanding of the self-determination principles, augur poorly for the future. Case studies and statistical data are presented in the areas of Aboriginal deaths in custody and incarceration.

The National Deaths in Custody Program (NDICP) is responsible for monitoring the extent and nature of deaths occurring in prison, police custody and youth detention in Australia since 1980. The Australian Institute of Criminology has coordinated the NDICP since its establishment in 1992, the result of a recommendation made by the Royal Commission into Aboriginal Deaths in Custody the previous year. This report contains detailed information on deaths in both prison and police custody and custody-related operations in 2017–18, and compares these findings to longer-term trends. No deaths occurred in youth detention in 2017–18.

Australian Institute of Criminology - Diversionary pathways for Aboriginal youth with fetal alcohol spectrum disorder

This article reports on a study undertaken in three Indigenous communities in the West Kimberley region of Western Australia (WA) intended to develop diversionary strategies for young people with fetal alcohol spectrum disorder (FASD). Rates of FASD in the West Kimberley were comparable to those of high-risk populations internationally and there are concerns that youths with FASD are being enmeshed in the justice system. Further, under WA law they are at risk of being held in indefinite detention if found unfit to stand trial. Besides recommending legislative reform, the authors urge a ‘decolonising’ approach, meaning maximum diversion into community owned and managed structures and processes, able to offer a culturally secure environment for stabilising children with FASD. The study calls for reform of police diversionary mechanisms and the creation of mobile ‘needs focused’ courts, offering comprehensive screening and rapid entry into on-country programs with strong Aboriginal community involvement.

Australian Institute of Criminology - Indigenous deaths in custody: 25 years since the Royal Commission into Aboriginal Deaths in Custody

Twenty-five years has passed since the Royal Commission into Aboriginal Deaths in Custody (RCIADIC). This paper examines the trends and characteristics of Indigenous deaths in custody since 1991–92, using data obtained through the National Deaths in Custody Program (NDICP). NDICP data show Indigenous people are now less likely than non-Indigenous people to die in prison custody, largely due to a decrease in the death rate of Indigenous prisoners from 1999–2000 to 2005–06. Coinciding with this decrease in the death rate of Indigenous prisoners is a decrease in the hanging death rate of Indigenous prisoners. Monitoring trends and characteristics of both Indigenous and non-Indigenous deaths in custody supports the development of proactive strategies addressing this important issue.

The time series started in March 2003. The geographic areas file 2017 is a downloadable csv file that classifies meshblocks into larger geographic areas, such as area units, territorial authorities, and regional councils. You can use this areas file, also known as a concordance file, to see how the various geographic boundaries link together. For each meshblock, there is a series of codes that link to any meshblock-defined geographic area. All areas are set as at 1 January of the specified year. Concordance files are available from different years, to enable data for the same area classification to be compared over time. The areas files can be used in conjunction with the geographic boundary files available on Stats NZ's Geographic Data Service.

Coastal Extreme Waves

Extreme wave indexes estimate the occurrence of extreme wave events in coastal and oceanic waters. Extreme wave indexes estimate the number of times a significant wave height exceeds one of three threshold values for at least 12 hours in 24 marine regions. The three wave-height thresholds are four metres, six metres, and eight metres. This indicator estimates the exceedances of wave-height thresholds for each year from 2008 to 2015 in coastal areas. Significant wave height is a measure of the ‘typical’ wave height in a place over a time period. It is four times the standard deviation of the water surface if, for example, you were to measure water moving up and down a jetty piling for an hour. The largest individual wave will typically have a height around twice the significant wave height.

Since they were recorded regularly at 3-hourly intervals, the annual maxima of FFDIs can be readily calculated. For FFDI hazard analysis the under current climate, the annual maxima were subtracted by the corresponding values read from the trend line, followed by adding the trend line value in 1995. That is, the hazard estimated for 1995 is regarded as the FFDI hazard under the current climate. The FFDI maps for Australia based on the FFDI under the historical climate (base) as well as the B1, A1B, and A1FI climate change scenarios.

This dataset contains visitor management zones (VMZ) for public conservation land, as defined in the Conservation Management Strategy documents since 2012. The zones attribute public conservation land with a ‘recreation class’ that defines the type of experience the topography and accessibility imply. The visitor management zones are defined for the administrative area that each Conservation Management Strategy is written for. The data is originally based on an implementation of the Recreational Opportunity Spectrum (ROS) model (Taylor, 1993), which incorporates ‘the activity, the setting and the experience’ of an area to produce a classification of the opportunity that the area offers. This data was adapted to form this more applicable, regionally focused visitor management zone dataset.The dataset is primarily for cartographic purposes and should not be used for legal definition. The final output of the project is a summary report outlining the greenhouse and energy footprint for each municipality and the region, available on the STCA website: https://stca.tas.gov.au/cc/. Housing Affordability Measure

The HAM is an experimental statistical series that uses several measures to understand housing affordability in New Zealand. Affordability is calculated using data from Stats NZ's Integrated Data Infrastructure (IDI) to measure income at the household level. There are three main measures of affordability, each of which can be applied to renting and potential first home buying. One is the percentage of households spending more than 30 percent of their income on housing. The second is the percentage of households with below average incomes after housing costs. A third is an affordability index.

IMPACT OF COVID-19 ON FINANCIAL WELLBEING

BackgroundThe Commission for Financial Capability surveyed 3,085 people on how their personal and household finances were affected by the COVID-19 pandemic. They were asked about their income, payment of bills, borrowing, debt, savings and ability to pay for other essentials such as food. This questionnaire was designed by Professor Elaine Kempson of the University of Bristol and distributed to eight countries.1 The New Zealand fieldwork took place between 14-28 April 2020, using the Dynata online panel. So far results are also in from the UK and Norway, and are compared in the accompanying report.

LCDB v4.1 - Land Cover Database version 4.1, Mainland New Zealand

The New Zealand Land Cover Database (LCDB) is a multi-temporal, thematic classification of New Zealand's land cover. It contains 33 mainland classes (35 including the offshore Chatham Islands). The classification has evolved from version to version but backward compatibility has been maintained. Geographic features are described by a polygon boundary, a land cover code, and a land cover name at each of four nominal time steps; summer 1996/97, summer 2001/02, summer 2008/09, and summer 2012/13. The data set is designed to complement in theme, scale and accuracy, Land Information New Zealand’s 1:50,000 topographic database. LCDB is suitable for use in national and regional state-of-environment monitoring, forest and shrubland inventory, biodiversity assessment, trend analysis and infrastructure planning. The classification used in LCDB v4.1 is presented in the document 'LCDBClassesAtVersion4.1.pdf' and a table correlating LCDB classes over all four LCDB versions is presented in the document 'LCDBClassCorrelations.pdf'. Find information about the libraries, heritage sites, etc. 1. Libraries Tasmania's collection of digitised archives including files, letters, manuscripts, maps, plans, photographs films and more. 2. The aim of the eHeritage project, over 2001 to 2012, was to accelerate the use of technology and innovation across the Tasmanian local history and heritage community to make their identity, collections and services more visible and known. It enabled these organisations to digitise and web publish descriptions (and often images) of their collections and information resources. The primary output was the eHeritage website http://eheritage.statelibrary.tas.gov.au/ at which 30 organisations regularly added descriptions and images. The data was presented at the website under 4 key fields: Title Objects Subjects Institution This is represented in the structure of the open data sets. The website was archived in 2013. By then 26,317 rows of raw data had been created that describe items held in cultural collections across Tasmania. Another 99,704 records were created that relate specifically to the location of gravesites across Tasmania along with transcriptions of the details recorded on tombstones at the sites and often an image as well. 3. Digital Earth Australia manages a cloud based service that makes use of open source software and open standards to deliver satellite imagery to its clients. In conjunction with Frontier SI and Commonwealth Scientific and Industrial Research Organisation, Geoscience Australia’s Digital Earth Australia project has developed a cloud architecture that utilizes the Open Data Cube (ODC) to deliver Earth Observation (EO) data through Open Geospatial Consortium (OGC) API standards, interactive Jupyter notebooks and direct file access.​ This infrastructure enables EO data to be used to make decisions by industry and government partners, and reduces the time required to deliver new EO data products. ​ To store the data, DEA utilises Amazon Web Services (AWS) Object store: Simple Storage Service (S3) to hold an archive of Cloud Optimised GeoTIFFs (COGs). ​ This data is indexed by Open Data Cube (ODC) an open source python library. DEA deploy processing, visualisation and analysis applications that make use of the indexed data. This method reduces the duplication of code and effort and creates an extensible framework for delivering data.

This publication contains life expectancy estimates for Aboriginal and Torres Strait Islander people for Australia, selected states/territory, remoteness area and SEIFA (Index of Relative Socio-Economic Disadvantage) for the period 2015-2017. These are life expectancy estimates for the Aboriginal and Torres Strait Islander population as measured in the 2016 Census and adjusted for net undercount using Post Enumeration Survey (PES) results, which may not represent all Aboriginal and Torres Strait Islander people in Australia. As such, a number of data quality issues need to be considered when reporting and interpreting Aboriginal and Torres Strait Islander life expectancy estimates presented in this release.

The Medicare Benefits Schedule (MBS) claims data are an administrative by-product of the Department of Human Services administration of the Medicare fee-for-service payment system which processes services that qualify for a Medicare Benefit under the Health Insurance Act 1973 and for which a claim has been processed. The MBS data does not cover all patient activity, such as: Services rendered free-of-charge in recognised hospitals; Services that qualify for a benefit under the Department of Veterans' Affairs National Treatment Account; Services rendered under an entitlement conferred by legislation other than the Health Insurance Act, e.g. services covered by third party or workers' compensation, where an interim benefit has not been paid, or services rendered to repatriation beneficiaries or defence personnel; Services rendered for insurance or employment purposes; Health screening service; and Services conducted through State and Territory community controlled health centres. The data relates to identified Medicare services for which claims data are available. The data is disaggregated by the provider’s geographic area based on their street address as recorded on the Medicare system.

National Aboriginal and Torres Strait Islander Health Survey, 2018-19

The 2018–19 National Aboriginal and Torres Strait Islander Health Survey (NATSIHS) was conducted between July 2018 and April 2019. It collected information from Aboriginal and Torres Strait Islander people of all ages in non-remote and remote areas of Australia, including discrete Indigenous communities. Funding for the survey was provided by the Australian Government Departments of Health and Prime Minister and Cabinet. Previous surveys have been conducted in 2012–13 and 2004–05. Some health data was also collected in the 2014–15, 2008 and 2002 National Aboriginal and Torres Strait Islander Social Surveys (NATSISS). It collected information on a number of topics for the first time, including mental health conditions, medications, consumption of sugar sweetened and diet drinks, experiences of harm and a hearing test. Fire history is captured by all regions within NPWS. At times data captured by the Rural Fire Service (RFS) and Forestry Corporation NSW are imported into this GDB also. The data are now stored centrally in ArcSDE. Enhance Bushfire Management Program (EBMP) Technical Officers collate, update and amend branch data using versions from ArcSDE.

Data reported at 8pm daily. Case counts reported by NSW Health for a particular notification date may vary over time due to ongoing investigations and the outcome of cases under review thus this dataset and any historical data contained within is subject to change on a daily basis. The underlying dataset was assessed to measure the risk of identifying an individual and the level of sensitivity of the information gained if it was known that an individual was in the dataset. The dataset was then treated to mitigate these risks, including suppressing and aggregating data.

The New Zealand Land Resource Inventory (NZLRI) is a national database of physical land resource information. It comprises two sets of data compiled using stereo aerial photography, published and unpublished reference material, and extensive field work: An inventory of five physical factors (rock type, soil, slope, present type and severity of erosion, and vegetation). A 'homogeneous unit area' approach is used to record the five physical factors simultaneously to a level of detail appropriate for presentation at a scale of 1:50,000. In order to develop a more explicit understanding of the link between climate and ecosystem responses, CSIRO and the Department of the Environment and Energy collaborated to examine how and where climate change has influenced Australian patterns of biodiversity over the past 100 years. This component of the project collected local knowledge of recent ecological change from people with close connections to the Australian environment (e.g. farmers, ecologists, naturalists) through a national online survey.

The numbers of applications on both registers are published on a quarterly basis, and the combined register is referred to as the Social Housing Register. The dataset shows areas of populated places along the Southland coastline that should be evacuated when there is a tsunami up to 1 metre (red zone) or between 1 and 3 metres (orange zone). RED ZONE: Shore-exclusion zone. The highest risk and first place to evacuate from in any sort of tsunami warning (natural, unofficial or official).ORANGE ZONE: Evacuation zone for tsunami waves above one metre. You must also evacuate this area if you experience any natural warnings. Long OR Strong – GET GONE.TIWAI POINT: New Zealand’s Aluminium Smelter (NZAS) at Tiwai Point. This area is covered by NZAS’ emergency response plan.OUTSIDE ZONE: If you are not in an evacuation zone and you are in a low lying coastal area or near an inland water body you should consider moving to higher ground. Some areas may be cut off if your normal access goes through a tsunami evacuation zone, so be prepared to stay at home until the all clear is given. Do these maps show areas that will be flooded in a tsunami? No, they are evacuation zones. A tsunami evacuation zone is an area that you may need to evacuate from if you feel a long or strong earthquake, or if there is an official tsunami warning. There are different zones, based on the areas that could be affected in different sized tsunamis.

USA COVID-19 Reported Patient Impact and Hospital Capacity by State

dataset provides state-aggregated data for hospital utilization. These are derived from reports with facility-level granularity across two main sources: (1) HHS TeleTracking, and (2) reporting provided directly to HHS Protect by state/territorial health departments on behalf of their healthcare facilities. The file will be updated daily and provides the latest values reported by each facility within the last four days. This allows for a more comprehensive picture of the hospital utilization within a state by ensuring a hospital is represented, even if they miss a single day of reporting. No statistical analysis is applied to account for non-response and/or to account for missing data. The below table displays one value for each field (i.e., column). Sometimes, reports for a given facility will be provided to both HHS TeleTracking and HHS Protect. When this occurs, to ensure that there are not duplicate reports, deduplication is applied: specifically, HHS selects the TeleTracking record provided directly by the facility over the state-provided data to HHS Protect

The Sands & McDougall dataset is for use on the Victoria Unearthed website and is available for download. This dataset contains the business listings from selected years of the Sands & McDougall directories, a pre-cursor to the Yellow Pages. The dataset was created by digitising the business directories that were published at approximately 10 year intervals between 1896 and 1974. The extracted information includes the business name, address and business type as listed in the Sands & McDougall directories. The extracted address information was subsequently geocoded to provide a point location that can be mapped using GIS software.

Unlike the delay parameter that has a fixed baseline travel time, excess delay has a baseline that changes depending on the time of day. In the previous figure at about 8:20, the expected travel time (red line) was 4 minutes. The actual travel time (blue line) was about 6 minutes. This equates to an excess delay of 2 minutes (6 minus 4) and a delay of 5 minutes (6 minus 1). Excess delays greater than zero indicates the link is operating worse than expected for this time of day. Each PSP describes the planned land uses for new development in specific parts of Melbourne’s Growth Areas. The official Future Urban Structure (FUS) plan for any individual area is contained in the approved PSP documents incorporated into the relevant municipal planning schemes for that area. The Victorian Planning Authority’s (VPA’s) FUS LandUse data has been generated by amalgamating individual PSP data. Various PSPs have been generated over many years and by different organisations and processes. This FUS data is therefore a simplified combination of data that originally comprised different formats and structures. The VPA’s FUS LandUse data has no official status and is provided solely to assist in land use planning in areas within or adjacent to areas with completed PSP, and should be treated as having been provided for general information purposes only. The VPA aims to update data shortly after the gazettal of a completed PSP. The FUS LandUse layer contains only data for Approved and Gazetted PSPs. The PTV Timetable API provides direct access to Public Transport Victoria’s public transport timetable data. The API returns scheduled timetable, route and stop data for all metropolitan and regional train, tram and bus services in Victoria (including Night Network). It also returns real-time data for metropolitan train, tram and bus services (where this data is made available to PTV), as well as disruption information, stop facility information, and access to myki ticket outlet data. NEW: PTV has created a new version of the PTV Timetable API – Version 3, documented in Swagger. Version 2 of the PTV Timetable API has also been updated. A migration guide has also been created to assist API users moving from Version 2 to Version 3. Train timetable data is updated daily, while the remaining data is updated weekly, taking into account any planned timetable changes (for example, due to holidays or planned disruptions).
